Update on U.S. Department of State Visa Screening and Interview Scheduling Affecting International Students and Scholars

Dear Colleagues,
We are writing to share important information regarding recent updates from the U.S. Department of State (DoS) that may impact our international students and scholars’ visa application processes. We are also sharing this information with international students and scholars.
On June 18, 2025, the DoS announced enhanced screening procedures requiring consular officers to review visa applicants’ online presence and social media activity. Applicants may be required to adjust their social media privacy settings to “public” to facilitate this vetting. This applies to all new and returning students and scholars applying for F and J nonimmigrant visas.
While consular posts are resuming visa interview scheduling, timing and availability may vary by location due to increased workload. Recent press releases indicate that priority is expected for students applying to institutions where international students make up less than 15% of enrollment. Since Penn’s international student population exceeds this threshold, interview delays may affect some of our students.
Key points to keep in mind:
Appointment availability will vary by embassy/consulate—students and scholars should be advised to monitor their local U.S. embassy or consulate websites regularly.
Students should be encouraged to complete and submit their DS-160 forms promptly.
It is advisable for applicants to review their digital footprint and adjust privacy settings as recommended. Those with concerns about their online presence should seek guidance from experienced immigration counsel.

Students and scholars from the 19 countries listed in the June 4 Presidential Proclamation who did not hold valid visas as of June 9, 2025 remain ineligible for visas despite resumption of interview scheduling.
